Ordering, Shipping, and Delivery Policy

 

ORDERING THROUGH THE WEBSITE:

You must have a valid email address and phone number contact to place an order directly through the PaintandPowderStore.com™ website.  When your order processing is completed you should receive an email with your ordering information that confirms we received and are processing your order.

If you do not receive email confirmation from us most likely you did not provide a correct email address on the form, or the confirmation email did not make it through your spam filtering programs on your computer. Check your spam folder if you don't have a confirmation email in your regular email in-box. If you do not receive one within 24 hours please contact us immediately by email or telephone at 703-888-9414, and we will send you our copy. Email address is: Orders Email Address

ORDERING BY TELEPHONE OR MAIL ORDER:

We accept phone orders with a credit card, matching billing address, contact phone number, and valid email address. Call the store at 703-888-9414 to place your order. All mail orders will be confirmed by email or phone prior to processing and shipping. Phone and mail orders do not qualify for Free Shipping, as they require extra handling by manual processing and shipping. They will be sent by appropriate shipping methods with Delivery Confirmation unless a spedific shipping option is requested by the customer.

Phone orders will also allow you more customized service in shipping options that are not available through the automated website ordering. This includes: UPS or FEDEX ground shipping, Next Day Air, 2nd Day Air, etc. Actual shipping charges levied by the carrier to your receiving location are calculated according to box size, weight, and destination, and method of delivery chosen. These shipping charges will be added to your order.

Phone ordering hours are:

Monday through Friday, 10:00 AM - 4:00 PM, EST
Saturday, 10:00 AM - 12:00 PM, EST

Phone Ordering is closed on Sundays, and the following holidays: Memorial Day, Independence Day (4th of July,) Veteran’s Day, Thanksgiving, Christmas, and New Years Day.

ORDER PROCESSING:

Orders are usually processed within 24 hours of receipt and go out the next business day, but processing time does not include Saturday afternoons and Sundays. Orders placed through the website on Saturday after 12:00 PM, EST, and on Sunday will be processed the following business day (Monday) unless it is a designated holiday.  Orders placed on the above mentioned holidays will be processed the following business day (excluding Saturday or Sunday), and this includes any Priority Shipping and Express Shipping. During unusually high volume periods it may take up to 48 hours to process and ship your order so your patience is appreciated.

Orders that total $150 or more are automatically subject to additional confirmation prior to shipping the order. This is to protect our customers from possible credit card fraud. If we are unable to contact you or confirm the order within 2 days of receipt, then the order will automatically be refunded in the manner in which it was paid. We appreciate your cooperation in this, and for your protection.

Note:  We cannot ship items by air that are declared by the Federal Aviation Administration as Hazardous Material Restrictions (HAZMAT). These items include alcohol-based products, aerosol products, or any materials declared to be flammable.  These items will be shipped by UPS ground service only, so be aware of this shipping requirement when ordering these kinds of products.

PAYMENT METHODS:

We accept these major credit cards: Visa, MasterCard, American Express, Discover, and PayPal. For your security and safety your billing name and address must match that of the credit card used for payment.  The three digit security code found on the back of your credit card will also be required at the time of purchase to further protect your credit card identity security.  We reserve the right to cancel or refuse any order that does not match these criteria.

We do not process second party use of credit cards (i.e. a relative or friend using the card of another individual for purchases). All purchases are subject to bank authorization prior to processing,and only authorized purchases will be processed and shipped. Use of unauthorized credit cards or fraud attempts will be reported.

SALES TAX: 

All orders or purchases made by residents in the State of Virginia must pay 5% Sales Tax added to their order at the time of purchase. There is no sales tax on purchases made outside of Virginia, and within the U.S.A.

PRODUCT AVAILABILITY AND BACKORDERS:

If an item selected is temporarily out of stock at the time of your ordering session it should indicate that on the website. We make it a priority effort to keep our stock levels current on the website so there are no customer backorders, however on occasion an item may show in stock but actually be on back order.  If for any reason you order and pay for an item showed in stock but is on backorder we will immediately contact you and apprise you of this situation, and offer you two choices: 1. Give you an immediate refund on the out of stock/backordered item and let you know when it comes back in stock for you to reorder. 2. Keep it paid for on back order, and we will ship it to you at no extra charge when it becomes available.

SYSTEM ORDER CANCELLATIONS:

On rare occasions orders, or parts of an order, are cancelled by our store computer system for various reasons. They may include the following:

  • Items discontinued.
  • Difficulty in processing payment information.
  • Cannot ship to address provided.
  • Duplicate order was placed.

If you have placed an order with us, but do not receive your order within 10 business days, chances are it was lost or somehow cancelled by the store computer system without our knowledge. Internet ordering is not a 100% perfect system or exact science for any online company, and on very rare occasions orders are lost or cancelled by our system, even if it shows up as a completed transaction on your computer.

If you think your order has been cancelled or lost for some reason, or if you don't receive a confirmation email within 24 hours please contact us immediately by email or telephone at 703-888-9414 to correct the situation. Be assured you will not be charged for any cancelled or non-delivered items. We appreciate your help and understanding with these instances and endeavor to resolve them to your satisfaction. Please provide us with the following information:

  • The date you placed the order
  • Invoice number on your confirmation email
  • Name of person the order was shipped to
  • Shipping address

SHIPPING SERVICE:

Most items may be shipped to P.O. Boxes or Military APO / FPO addresses, but be aware some restrictions may apply. We are sorry but we cannot ship any HAZMAT products to these addresses. Orders being sent to P.O. Boxes or Military APO / FPO addresses must be shipped via the United States Postal Service only and cannot be shipped via USPS Priority or Express/Overnight service.

We offer 3 kinds of domestic shipping options as stated below. Please read them through to decide the best means for your delivery needs. All shipments are sent with Delivery Confirmation, so if you don't receive your order within the specified time please contact us and we will be happy to provide you with the tracking number for your shipment. Insurance is only included on Express Mail shipments.

DOMSETIC SHIPPING OPTIONS AND CHARGES:

FREE STANDARD SHIPPING IS GIVEN ON ORDERS OF $50.00 OR MORE, PLACED AND SHIPPED WITHIN THE CONTINENTAL UNITED STATES ONLY. Your order must total $50.00 BEFORE any applicable taxes and shipping costs.

NOTE: certain heavy or oversized items, such as airbrush compressors, Mass Casualty/Military Moulage kits, makeup cases, and complete makeup kits are shipped by ground service UPS only, they cannot be mailed by USPS Priority or Express mail.

USPS Standard Shipping - $5.30
All Sizes Anywhere in the Continental US

All orders under $50.00 automatically go USPS Standard shipping unless you select a USPS Priority or Express shipping method at checkout. Standard shipping is $5.00 for anywhere in the continental USA and includes Delivery Confirmation. On orders over $50.00 shipping is free, including Delivery Confirmation. Generally you can expect your order to arrive in about 3-5 business days on the East Coast, and about 5-10 business days to the West Coast. During holiday period you can expect some delays. We cannot make any time guarantees on Standard Shipping once it leaves our facility, and tracking numbers are not automatically provided to you with this service.

We reserve the right to determine the means of Free Standard Shipping, which can be First Class or Parcel Post, and depending on the weight of the shipment. The Post Office does not guarantee delivery time for First Class or Parcel Post Mail. Additionally, we are not responsible for any transit delays caused by any shipping service. USPS may experience delays during the Christmas holiday season so please order early, or purchase Express Mail Service.


USPS Priority Shipping - $8.00
All Sizes Anywhere in the Continental USA


USPS Priority shipping is $8.00 anywhere in the continental USA and includes Delivery Confirmation. Priority shipping generally takes 2- 3 business days to most locations in the US from our East Coast facility, but please understand it is not guaranteed. A Priority shipping order is not guaranteed to be processed and shipped the same day the order is received, however it will go out the next business day (excluding Sundays). Delivery Confirmation is included with Priority shipping, but tracking numbers are not automatically provided to you.

The Post Office does not guarantee delivery time for Priority Mail. Additionally, we are not responsible for any transit delays caused by any shipping service. UPS, Fed Ex, and USPS may experience delays during the Christmas holiday season so please order early, or purchase Express Mail Service.

USPS Express Shipping - $24.00
All Sizes Anywhere in the Continental USA


USPS Express shipping is $24.00, however IT IS NOT guaranteed overnight for next business day delivery in some areas or small towns in the continental US. It is guaranteed to reach you within 2 business days. Express shipping requests on orders are processed within 24 hours and will go out the following business day, not the same day the order is received. In locations where USPS does guarantee next day delivery but you do not receive it within that time after it is shipped, you will be refunded the Express Delivery portion of your shipping, which is $16.00, and charged only $8.00 for Priority Shipping.

If you need to have your order processed the same day you place it for delivery within 24 hours you MUST place the order that same day before 12:00 PM, EST, for this option. Insurance is included on all Express Shipping, and upon request you will receive a tracking number within 12 hours of your order.

USPS Express service may not available for certain locations in the Continental US, Alaska, Hawaii, and the U.S. Territories. Other shipping services, such as UPS or Fed Ex can be used for delivery, and appropriate shipping fees will apply.  Please be advised that all Express shipping methods require a signature upon delivery. If you have any questions concerning the Express shipment of your order please contact us.

LOST OR STOLEN SHIPMENTS:

For all USPS Postal Deliveries we automatically place Delivery Confirmation at no extra charge to assure carrier delivery. If the package tracking shows a confirmed delivery to the shipping address you provided, we will not be responsible for theft, abandoned deliveries, unattended doorstep deliveries, USPS errors, or any other losses pertaining to the delivery.  Any deliveries in question will be provided proof of transit history and delivery directly from the carrier.

We cannot be held liable for theft of delivered shipments, especially to business or apartment addresses, or locations that go through second hand mail sorting or delivery. If the Delivery Confirmation tracking shows your order as physically delivered, and you do not receive it, you need to immediately notify your carrier and file a police report action for theft. We will provide proof of delivery for your report, but we cannot replace shipments that have been stolen or lost as a result of the address you provided for delivery.

SIGNATURE REQUIRED SHIPMENTS:

We sometimes will send shipments with Signature Required delivery for extra customer service, peace of mind, extra protection from possible theft or fraud, or a need for a record of who signed for and received the shipment. If you so desire, you may also request signature delivery at no extra charge to you. These situations include, but are not limited to, the following:

  • High value shipments.
  • Shipments that contain heat sensitive products, such as foundations, and need to be in climate controlled conditions.
  • Apartment or business deliveries.
  • Billing and "ship to" address are not the same.
  • Identity confirmation.
  • Fraud prevention.

REFUSED SHIPMENTS:

If a shipment is rerouted back to us because of a refused delivery or buyer's change of mind we will refund your purchase price under the following conditions: All contents have been determined to be untouched and in resale condition according to our stated policy. You will be charged a 20% restocking fee, which will be deducted before issuing a final refund. All round trip shipping charges, including any Free Shipping qualified purchases we paid shipping for, will also be deducted in addition to the restocking fee.

CANADA SHIPMENTS - $13.00
All Sizes Anywhere in Canada

Canadian orders are normally shipped USPS Priority Mail unless Express shipping is requested and paid for. Please be advised that your order is tracked only through US Customs points, and not beyond. If you do not receive your shipment please contact us and we will provide you with your shipping documentation along with any USPS tracking numbers.

We cannot be held responsible for refused, non-delivered, lost, or stolen shipments once it leaves the US borders. You will need to pursue recourse through your country's postal service and customs agency to locate your shipment. If you placed your order with Express Shipping with insurance then we can either refund your purchase price, minus the shipping charges, or replace your order with another shipment of same ordered products.

INTERNATIONAL ORDERS AND SHIPPING POLICY:
(OUTSIDE OF THE USA AND CANADA)

We welcome the product orders of customers in certain overseas destinations. We endeavor to offer the best international ordering and shipping services available, but please read and agree to all terms and conditions, in this Ordering, Shipping, and Delivery Policy before placing an order.

We are sorry but we cannot ship items containing alcohol-based, aerosol, or any other flammable products declared as HAZMAT outside the U.S. due to Federal Aviation Administration Hazardous Material Restrictions.

You must have a valid email address, verifiable shipping address, and phone number contact to place an order directly through the PaintandPowderStore.com™ website. We do not ship international orders to third party or a different name and address other than the person placing the order. Orders must be shipped to the person actually placing the order.

INTERNATIONAL PAYMENT METHODS:

We accept these major credit cards: Visa, MasterCard, American Express, Discover, and PayPal. All international orders paid by credit card or PayPal must be converted to US Currency at the time of the transaction. We do not accept any other forms of international bank drafts or transactions for payment.

DUTY AND IMPORT FEES:

Please allow between two to six weeks to receive your International order due to customs inspections.  Please also understand that your international shipment order will be subject to the extra customs fees, taxes, or import duties of the country to which you have your order shipped, and are levied once the shipment reaches your country.

PaintandPowderstore.com™ is not responsible for import, duty fees, or pickup fees once the shipment reaches your country.  We have no control over your country's policies or fees imposed on shipments, and we are also not responsible for shipments that do not clear your country’s customs. These additional charges or taxes (usually a percentage determined by the total amount of the order) associated with the delivery of your order for customs clearance are your entire responsibility.

Customs policies vary widely from country to country, and we suggest that you contact your local customs office for further information on receiving or importing goods from the United States.  Additionally upon ordering, you are considered the importer of record and must comply with all laws and regulations of the country in which you are receiving the goods.

CUSTOMS INSPECTIONS:

We declare all foreign shipments as "Merchandise" and will not send it as a "Gift". It is your responsibility to be aware of what is permitted to be properly imported into your country. Please do not order any items which are prohibited in your country as we cannot be responsible or liable for items seized by your country’s customs officials.

INTERNATIONAL SHIPPING OPTIONS AND CHARGES:

We offer USPS Priority Shipping and Express Shipping for International orders, as we have found these to be the most efficient means of delivery. It also allows for tracking to the customs agency of the destination country as proof of order fulfillment and shipping.

International Express Shipping is always insured and guaranteed through USPS for delivery. Shipping time is generally between 5 - 8 business days, but it is also dependent on the timely manner in which your customs agency processes your shipment through. Express Shipments require the signature, upon delivery, of the person to whom the order is shipped to. If someone else other than said person signs for and receives the delivery then we cannot be held responsible or liable for the shipment.

REFUSED SHIPMENTS:
